Adaptation Fund at COP30

The Adaptation Fund (AF) will have a robust and active presence at the UN COP30 climate conference Nov. 10-21 in Belém, Brazil.
For 18 years, the AF has been helping developing countries adapt and build resilience to climate change through locally rooted tangible projects on the ground.
To date, the AF has committed $1.5 billion to over 200 concrete adaptation projects in 108 countries through country systems and local leadership, with about half of the portfolio in LDCs or SIDS.
The impact of the Fund’s work is robust, producing measurable resilience for more than 65 million people, protecting nearly 1 million hectares of natural habitat, almost 200,000 meters of coastline, and creating over 600 early warning systems. Nearly 30 projects have also been scaled up through the Fund or other sources, further increasing these impacts.
At the same time, resource mobilization is critical for the Fund. The AF seeks a resource mobilization target floor of US$ 300 million for 2025 to help put the Fund on the path towards tripling its outflows by 2030, in accordance with decisions taken at COP29, and to help fund a US$ 1.1 billion pipeline of projects in development.
Also critical is the Fund’s transition to the Paris Agreement. Although it has formally served the Agreement since 2019, it looks forward to guidance from COP to continue its momentum towards exclusively serving the Paris Agreement.

The AF can receive resources from a range of sources, including public, private and future Article 6 shares of sustainable development project proceeds through the Paris Agreement. The AF looks forward to guidance at COP30 to continue its momentum toward transitioning the Fund to exclusively serve the Agreement. A nimble and innovative fund, the AF pioneered Direct Access empowering country ownership in adaptation, and streamlined processes for smaller entities such as those from SIDS or LDCs. The AF continues to create more opportunities for countries, recently doubling its country and regional project spending caps and expanding funding windows in locally led adaptation and innovation, which are available to a wide range of stakeholders – including local CSOs, indigenous, youth and women’s groups, so no one is left behind.
