The Adaptation Fund and its accredited multilateral implementing entity UN-Habitat will present on two newly approved projects to increase urban resilience to climate change and disasters among highly vulnerable communities in Fiji and the Solomon Islands. The Fund will also discuss its overall SIDS portfolio, and larger portfolio focused on the most vulnerable communities as it reaches its 10th anniversary.

Side Event: Fostering Environmental and Social Principles in Adaptation Projects

In its concrete projects helping the most vulnerable communities in developing countries adapt and build resilience to climate change, the Adaptation Fund ensures they are of high quality and effective through innovative policies that adapt to country needs and promote human rights, gender equality, marginalized groups, biodiversity conservation, natural habitats, pollution prevention and resource efficiency. Representatives of AF implementing and executing partners as well as AF NGO Network will discuss these aspects of AF projects.

Speakers

Assistant Minister Hon. Lorna Eden, Ministry of Environment, Local Govt. and Housing, Fiji

Assistant Minister Hon. Eden is a Member of the Parliament of Fiji. She is currently Assistant Minister for Local Government, Housing and Environment and Chairperson for Standing Committee on Economic Affairs.

Ministry of Local Government, Housing & Environment is one of the executing entities of the Adaptation Fund funded project in Fiji, which is implemented by the UN Habitat.

Mr. Mikko Ollikainen, Manager of the Adaptation Fund Board Secretariat

Mr. Ollikainen was appointed Manager of the Adaptation Fund Board Secretariat in March 2017. Before joining the Secretariat in 2009, he worked in the World Bank Carbon Finance Unit as a Carbon Finance Specialist and implemented environmental projects in the World Bank reconstruction programme of the Indonesian province of Aceh. Mikko has also worked for two years in Beijing, China, as a country representative of an environment consulting firm and as the coordinator of an EU-funded policy research project. Mikko holds a M.Sc. degree in ecology and biodiversity research from the University of Turku, Finland, and a diploma in international trade from the University of Tampere, Finland.

Ms. Ruth Spencer, Member of the technical advisory committee for the AF – Department of Environment project in Antigua and Barbuda

Ms. Spencer is an Antiguan national passionate about integrated development that impacts people. Trained in development economics with a focus on project appraisal, Ruth received a Master’s Degree in International Development Economics from Yale University. One of her keen interests is in appropriate technologies that make life better for vulnerable people and brings about empowerment. Ruth is actively showcasing solar energy as an innovation for development. Ruth, who was awarded the National Energy Globe Award for Antigua in June 2015, is the GEF Small Grants Programme National Coordinator and functions voluntarily on several national committees all dealing with energy, climate change and sustainable financing, which includes Deputy Director of the Marine Ecosystems Protected Areas (MEPA) Trust, Energy for Sustainable Development and appointed Member of the GEF Technical Advisory Committee/National Climate Change Committee. Ruth is active in the northwest community of Antigua, supporting the implementation of Antigua and Barbuda’s first Adaptation Fund project via the direct access modality.

Mr. Joaquín Etorena, Ministry of the Environment and Sustainable Development, Argentina

Mr. Etorena holds a Masters Degree in Social Communication, Political Economy and Geography of the University of Muenster, Germany. Born 1977 in Montevideo, Uruguay, he grew up in Germany as son of political exiles. Since 2005, he works in Argentina, first at a regional GIZ Project, and, from 2007 on, as CIM Expert to the Argentine National Focal Point of the UNCCD, with the mission to foster synergies between UNCCD and UNFCCC strategies. Currently, he is coordinating the implementation of the Adaptation Fund Project which aims at increasing the resilience in agroecological ecosystems of the Southwest of the Province of Buenos Aires.

Dr. Tania Osejo Carrillo, Climate Adaptation Specialist, World Food Programme

Dr. Osejo Carrillo is a development professional with technical and analytical experience in forest economics, natural resource management, climate adaptation, carbon credits and payments for ecosystem services. She is currently working as a climate adaptation specialist forthe United Nations World Food Programme. She provides technical support to WFP’s climate change policy, the integration of adaptation into WFP’s country strategic plans and follows up climate change negotiations; focusing on climate finance, loss and damage, agriculture and food security. Prior to her current position, she has served as climate and environmental advisor in Central America for Ibis – Denmark, a Danish donor agency and as environmental policy coordinator for Alexander von Humboldt Center, a local NGO based in Nicaragua. Tania’s areas of research include impacts of climate change on food security and nutrition and the opportunity cost of reducing emissions from deforestation and forest degradation (REDD) in developing countries. She holds a Dr. in Forest Science from the University of Goettingen, Germany.

Mr. Fazal Issa Abdul, Programme Officer, ForumCC Tanzania, AF NGO Network

Mr. Issa is working at ForumCC, a Civil Society network on climate change in Tanzania, which is a Partner of Adaptation Fund NGO Network and a Member of Pan-African Climate Justice Alliance. Prior to this post, he worked at United Nations Association of Tanzania for three years. At such young age, he has vast experience working with climate change adaptation project on-ground with communities and Civil Society. Also, he has been engaging at national, regional and international climate change processes and negotiations on adaptation and finance. Fazal has Masters of Science from Mzumbe University and Bachelor degree on Political science from University of Dar es Salaam.
