Document Summary

Mr. Santos has been involved at the national level from the start of implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer (1992) and the United Nations Framework Convention on Climate Change (1994). He has applied his scientific training and skills as a negotiator to coordinate projects at the national, regional and multilateral levels that have enabled Uruguay to fulfill its commitments under these international climate agreements.
 
Mr. Santos has helped Uruguay to access important technical and financial donations resulting from bilateral and multilateral cooperation (UNDP; UNEP; The World Bank; UNIDO; and Spain, United States and Canada cooperation) which have allowed Uruguay to improve its advanced position at the international level and encouraged sustainable development in the country.
 
As negotiator to the ozone and climate change conventions, Mr. Santos has participated in various technical panels and political bodies, representing Uruguay and the Latin American and Caribbean region. In addition, he has been appointed as: National Environment Director; Global Environment Facility (GEF) Operational Focal Point; and National Coordinator of the Sub-Group 6 on Environment of the MERCOSUR (Southern Common Market).
