Santiago Reyna, an Argentinean national, is Alternate Member (representing GRULAC, Latin American and the Caribbean) of the Adaptation Fund Board.
 
He obtained his Civil Engineering degree from the National University of Córdoba, Argentina, in 1984 with the “Gold Medal” University Award. He holds two Masters’ degrees from Purdue University, Indiana, U.S.A, in the areas of Hydraulics and Systems and Construction Engineering and Management. He got his Ph.D. in Hydraulics and Systems, and Construction Engineering and Management in Purdue University in 1993.
 
He is a Diplomate, Water Resources Engineer (DWRE), of the American Academy of Water Resources Engineers (AAWRE), American Society of Civil Engineers.
 
He is Plenary Full Professor of the Chairs of Hydraulics Works and Environmental Engineering at the National University of Córdoba, Argentina. He is also Head of the Graduate School of Exact, Physical and Natural Sciences and Head of two Masters’ programs in engineering sciences at that University: Water Resources and Environmental Engineering. He teaches courses and directs thesis in other Masters’ and Ph.D. programs as well.
 
He has been granted the 1ST Category in the Program of Incentives for Professors-Researchers of the Argentine Republic. He is also examiner and adviser of the National Committee of University Evaluation and Accreditation of Argentina (CONEAU) for undergraduate and graduate programs. He is examiner of the National Council of Scientific and Technical Research (CONICET), Argentina, and Member of the Examining Board of Projects of FONDECYT (National Fund of Scientific and Technological Development), Chile.
 
He has worked as Peer Examiner for Institutional Accreditation of undergraduate and graduate careers for the National Accreditation Committee of Chile.
Additionally, in the private sector, he is President and Partner of “CEAS SA”, consulting company dedicated to studies and projects on hydraulics engineering and sanitation; and Managing Partner of “Ambientes y Sistemas SRL”, consulting company dedicated to the areas of environmental engineering and sustainable development, and the application of their management tools. As such, he has directed significant studies and projects related to the environment, hydraulics and sanitation.
 
He was President of the Ethics Board of the Association of Civil Engineers of the Province of Cordoba (elective position).
 
He is member of different professional and honorary associations, namely the American Society of Civil Engineers, Tau Beta Pi National Engineer Honor Society, Phi Kappa Phi Honor Society, and Omega Rho Operations Research Honor Society, of USA.
 
He has participated as head and member of research teams related to the areas of hydraulics, hydrology and the environment. He has various publications and he has actively participated in numerous national and international congresses and conferences.
 
He has represented the Republic of Argentina at the Plenary Meeting in Nairobi of the United Nations Environment Programme (UNEP) and at the G5, in Geneva, on topics of the Environment and Water Resources.
 
In the Public Sector, he was Director of Control of Water, Sanitation, Energy and Transportation Concessions; Member of the Consulting Board of the Board of Directors of the Provincial Department of Water and Sanitation; and Advisor of the Fiscal Control Ministry (all of these positions belonging to the Government of the Province of Córdoba, Argentina).
At present, he is Advisor of the Sub-Secretariat of Water Resources, National Government, Argentina, liaising with the National Secretariat of the Environment.
