The Board decided to hold a closed session to discuss the organization of work. Following the closed session, the Chair reported to the Board that, in the interest of efficiency, it had been proposed that working groups be established to examine any issues which could not be resolved easily in plenary. The Board  decided that no more than two such groups would be created at this meeting, in order to ensure that  all constituencies could be represented in their deliberations.
