Introduction to the Evaluation Policy
The Evaluation Policy of the Adaptation Fund came into effect in October 2023, replacing the Evaluation Framework. The purpose of the Evaluation Policy is to identify the fundamental expectations, processes, and protocols to support a reliable, useful, and ethical evaluation function that contributes to learning, decision-making, and accountability for the Adaptation Fund.
From October 2023 all projects under implementation must comply with the Evaluation Policy.
Evaluation Policy Guidance Notes

Below is a list of guidance notes intended to support implementing entities and evaluators to adhere to the Evaluation Policy. These guidelines are based on international best practices and on a literature review of existing guidelines for similar projects and institutions. They also follow the Adaptation Fund Evaluation Framework minimum requirement on final evaluations.

Policy Implementation Progress
Following the provisions of the Evaluation Policy, the AF-TERG in collaboration with the AFB secretariat annually prepare a report on the implementation progress of the policy.

October 2025
This first progress report covers the period from October 2023 to September 2025. It provides a structured overview of how the Fund has started operationalizing the core requirements of the Evaluation Policy through the establishment of a baseline. It is not intended to assess the performance or impact of the policy itself but rather to document and reflect on progress in implementing its provisions to date.
