Alternative and Private Sector Sources
The Adaptation Fund is currently the only multilateral climate fund with the ability and experience of receiving alternative and private sector sources of funding to channel them to climate adaptation.
International Carbon Markets
The Adaptation Fund receives a 2 percent share of proceeds of sales of Certified Emission Reductions (CERs) issued under the Kyoto Protocol’s Clean Development Mechanism projects. A new sustainable development mechanism under the Paris Agreement that could potentially generate a 5% share of proceeds for the Fund is still under discussion.
Paris Agreement’s Article 6 Crediting Mechanism
Parties to the Paris Agreement have decided that the Fund shall be financed from the share of five per cent share of proceeds from the Agreement’s multilateral carbon crediting mechanism established under its Article 6.4, and from a variety of voluntary public and private sources, to assist developing country Parties that are particularly vulnerable to the adverse effects of climate change (UNFCCC Decision 3/CMA.3). In addition, Parties and stakeholder using cooperative approaches under Article 6.2 are strongly encouraged to commit to contribute resources for adaptation, in particular through contributions to the Adaptation Fund (UNFCCC Decision 2/CMA.3).
Integrity Council for the Voluntary Carbon Market (ICVCM)
The Integrity Council for the Voluntary Carbon Market (ICVCM) is an independent governance body formed by the Taskforce on Scaling Voluntary Carbon Markets (TSVCM) with the purpose of establishing a set of global standards to ensure the integrity of the voluntary carbon credit market. In 2022 the ICVCM has adopted the Core Carbon Principles (CCPs) are a global benchmark for high-integrity carbon credits. The guidelines for the Core Carbon Principles contain a five per cent levy on carbon credit revenues on a voluntary basis.
Private Contributions
The Adaptation Fund Board has approved procedural steps for receiving contributions from sources alternative to government funding. This includes the possibility to receive contributions from private individuals and organizations, including foundations, philanthropic organizations and businesses. The approved steps enable the Fund to quickly consider and respond to relevant proposals while assessing whether the institutional goal of the potential contributor is aligned with the overall strategy of the Fund.
