Strategy evaluations are one of the four types of Strategic-level evaluations, as described in the Fund’s Evaluation Policy. These assess the Fund’s highest-level strategies such as the Medium-Term Strategy (MTS) in accordance with each strategy’s lifecycle.

Mid-term review of the Second Medium-Term Strategy (Ongoing)

Background: At its 39th meeting (October 2022), the Adaptation Fund Board decided (Decision B.39/61) to adopt the Medium-Term Strategy (2023-2027). In March 2023 the Board requested (Decision B.40/72) AF-TERG to prepare a mid-term review (MTR) of the Fund’s Medium-term Strategy 2023-2027 (MTS2) and its implementation plan. This mid-term review (MTR) will be one of the main building blocks of the Comprehensive Evaluation. 

Intro: The main objective of this MTR is to assess the progress of the Adaptation Fund towards the Second Medium-Term Strategy (MTS2) and its Implementation Plan in a dynamic climate change context. The evaluation also aims to identify lessons from the implementation of the MTS2 that can inform the remainder of its implementation. This MTR is to be conducted and completed by February 2026 and presented at the forty-sixth meeting of the Board (planned for March 2026).  

Evaluation Objective: The evaluation will assess the Fund’s strategy – the pillars and cross-cutting areas as strategic directions to the Fund, the funding windows, accreditation, scaling, and innovation as well as how the MTS2 supports the Fund’s niche and strengths. It will focus on the processes and results related to the development and implementation of the MTS2 and its Implementation Plan.

Mid-term review of the First Medium-Term Strategy

Implementation: November 2020 – October 2021
Reporting Period: October 2017 – December 2020

Background: At its 30th meeting (October 2017), the Adaptation Fund Board decided (Decision B.30/42) to adopt the Medium-Term Strategy (2018-2022). In March 2018, the Board decided (Decision B.31/32) to approve the implementation plan for the MTS and to request the Technical Evaluation Reference Group of the Adaptation Fund (AFTERG) to undertake a Mid-Term review of the MTS and its implementation plan.  

Intro: The mid-term review (MTR) is the first step in the process to evaluate the Medium-Term Strategy (MTS) of the Fund. It provides feedback to the development of any future Medium-Term Strategy developed by the Board. The final report was presented at the twenty-eighth Ethics and Finance Committee (EFC) meeting in October 2021.

Evaluation objective:  Assesses progress in MTS implementation (as defined through the ambition of the MTS and the targets set in the implementation plan) and provides lessons and recommendations on how the Fund could step up.

Follow Up: The AFB secretariat prepared this initial management response document in September 2021. In February 2022, the AFB Secretariat prepared this updated management response action plan. In October 2022, the AFB Secretariat prepared this Progress report on the management response and action plan.
